E-Invoicing Poland new implementation date
Poland E-Invoicing: Parliament approved legalisation of e-invoices for Poland from February 1, 2026. E-Invoicing will be mandatory for businesses with annual sales exceeding 200 million Polish zloty (approximately $54 million).
From April 1, 2026, the obligation will extend to smaller businesses, which will be required to use the government-run E-Invoicing clearing system. Businesses whose verified monthly revenue does not exceed 10,000 Polish zloty will be allowed to switch to electronic invoicing by December 31, 2026.

Changes to IOSS/OSS registration
Starting July 1, 2028, the EU will significantly overhaul IOSS rules for low-value goods. Here’s what you need to know:
- The €150 low-value goods exemption will be removed.
- All imported B2C goods (except excise goods) must now be declared via IOSS. In many cases, this will require OSS registration to simplify cross-border VAT reporting.
- Suppliers and marketplaces who skip IOSS will be directly liable for import VAT in the destination member state.
- Non-EU businesses without IOSS registration must appoint a tax representative (or intermediary).
- The fallback “special arrangements” for postal and express operators will be eliminated.
On top of this, Member States may apply a €2 Customs Handling Fee for low-value parcels to cover administrative costs. These changes mean early OSS registrations can help avoid last-minute compliance issues.
