EPR Packaging Thresholds

EPR Packaging Thresholds

This table provides an overview of all the EPR packaging thresholds by country that require companies to register under Extended Producer Responsibility (EPR) regulations. In some cases, the thresholds relate to the volume of EPR stock — that is, the amount of packaging a company places on the market in a particular country. In other cases, it depends on the company’s turnover in the country where its branded stock is sold.

With the table, you can easily check where EPR registration is required or mandatory for your business. This is essential for achieving EPR compliance across the EU and other regulated markets.

The thresholds indicated in the tables refer only to packaging volumes in the country of registration — not to total international sales or global turnover. Each national EPR system applies local rules that must be met individually.

Despite the threshold, in some countries like Ireland, companies may voluntarily join local recycling systems to demonstrate their EPR compliance and contribute to environmental goals.

Frequently asked questions

Does branded stock count toward EPR thresholds?

Yes. In most countries, branded stock — packaging that bears your company’s branding — counts toward your total EPR stock. Even if products are produced by third parties, the seller is often held responsible under EPR laws.

Do I need to register for EPR if I sell small quantities of packaging?

It depends on the country. Some countries set clear volume thresholds (e.g. 1 tonne of packaging), while others consider annual revenue. However, some countries (e.g. France, Italy) require EPR registration regardless of volume.

How do I register for EPR in multiple countries?

Use the Lovat EPR registration form to submit your company information. Our team will guide you through each country’s requirements and help you stay compliant.

Are EPR thresholds the same across the EU?

No. Each country defines its own EPR packaging thresholds and reporting obligations. There is no unified EU-wide rule — you must check compliance individually in each country where you operate.
