In some cases, the thresholds relate to the volume of EPR stock — that is, the amount of packaging a company places on the market in a particular country. In other cases, it depends on the company’s turnover in the country where its branded stock is sold.

The thresholds indicated in the tables refer only to packaging volumes in the country of registration — not to total international sales or global turnover. Each national EPR system applies local rules that must be met individually.
Despite the threshold, in some countries like Ireland, companies may voluntarily join local recycling systems to demonstrate their EPR compliance and contribute to environmental goals.
