Thresholds
Companies that produce more than 1,000 kilograms of packaging per year are required to comply with the EPR rules.EPR registration procedure in Norway
To comply with EPR registration Norway, companies must:- Register with Grønt Punkt Norge or another approved compliance scheme
 - Sign a membership agreement and provide estimates of annual packaging volumes
 - Report exact material weights annually through digital declarations
 - Pay eco-contributions (environmental fees) based on packaging material and weight
 
Authorized representative

Duties of each group
- Producers/importers: Register, report annually, pay EPR fees
 - Compliance schemes (e.g. Grønt Punkt): Organize collection, ensure recycling targets, submit aggregated reports to authorities
 - Government (Miljødirektoratet): Conduct inspections, levy penalties
 - Retailers: Ensure supply chain compliance, especially with private labels
